I believe the SBA announcement about the $10 billion was for certain larger CDFIs to deploy the PPP. However, I do not think they discuss CDFI eligibility to  receive a forgivable PPP loan. There also remain significant barriers for smaller CDFIs to issue PPP loans. The requirement for having made $10 million in loans over a 12-month period has not been eliminated.
