Summary

The Federal Compliance and Reporting Specialist ensures organizational compliance with applicable regulations related to federal grants and contracts and advances data collection and analysis for the organization.

The person in this position oversees government grant compliance and interpretation of relevant CFRs (e.g., 2 CFR 200) as well as other related federal and state regulations and legislation.

Responsibilities

Major responsibilities/accountabilities

  • Assure the contractual integrity of all federal awards
  • Work with finance and program staff to ensure an accurate, timely, efficient, and transparent process for the entire grant life cycle from proposal to close, including pre-award management, tracking payments, reviewing, and producing relevant reports, monitoring grant activity, post-award management, and records retention
  • Assist in developing and preparing grant budgets, both for grant applications and reporting, and for the annual budget cycle
  • Contribute to the development of grant proposals and ensure accountability throughout the process
  • Prepare and promptly submit accurate compliance reports and surveys required by investors, funders, and regulatory agencies
  • Provide technical assistance to staff in implementing and complying with administrative procedures to ensure compliance with regulations
  • Research and monitor developments and changes in rules and regulations that may impact grant compliance
  • Review internal policies and recommend changes as needed to maintain compliance with granting agencies’ requirements
  • Adhere to policies, procedures, and regulatory guidelines including fair lending and ethical behavior
  • Other special projects and duties as assigned

Requirements

Qualifications and characteristics

  • Knowledge of federal grant processes and related requirements, including but not limited to procurement, Disadvantaged Business Enterprise (DBE), National Environmental Policy Act (NEPA), and Davis-Bacon
  • Knowledge of climate solution funding is a plus
  • Ability to interpret granting agency regulations and policies, monitor funded projects to prevent over-expenditure of funds and ineligible expenditures, and ensure awards are fully expended
  • Familiarity with nonprofit or public agencies and programs
  • Ability to handle multiple projects and complete high-quality detailed work with minimal supervision
  • Ability to work collaboratively with diverse groups and across all departments
  • Excellent written and verbal communication skills
  • Organized, systematic, and able to create new processes and efficiencies
  • Strong analytical skills and diligence
  • Able to maintain confidential information

Education and experience

  • Experience with statutory and regulatory analysis and implementation
  • Knowledge of federal government regulations and reporting requirements

Compensation and Benefits

Starting Salary of $70,000

The Community Loan Fund’s current benefit package includes medical and dental coverage, group life and disability options, health, and Flexible Spending Accounts and our 401(k) Plan, upon completion of each plan’s eligibility requirements. These benefits are subject to modification at any time by the Community Loan Fund and will be reviewed with you in detail on your first day of employment.  Also offered is accrued vacation and sick time, 11 Federal Holidays and four Floating Holidays.
