Summary

Opportunity Finance Network (OFN) seeks to fill the role of Vice President, GGRF Program Management. The Vice President, Greenhouse Gas Reduction Fund (GGRF) Program Management is responsible for successful program coordination handling and execution. This role manages the day-to-day operations of OFN’s GGRF programmatic activities, primarily related to its Clean Communities Investment Accelerator (CCIA) award. This position liaises across OFN to ensure connectivity between organizational functions and to monitor progress toward stated award objectives. This individual serves as an internal expert on project management, federal grant management, and federal regulatory compliance.

Responsibilities

  • Establish and support the ongoing integration of OFN’s GGRF programs across all functional areas/business units, including but not limited to process design, process review, conflict of interest analysis, vendor management, content drafting, review and delivery, and audit support utilizing project management best practices.
  • Serve as the lead coordinator responsible for GGRF/CCIA program activities on a day-to-day basis, including leading daily stand-up calls, managing project plans (including contractor/staff support), and conducting meeting/workshop logistics.
  • Identify, track, and facilitate mitigation of risks/issues/dependencies across the CCIA program. Provide regular updates to OFN’s leadership team.
  • Support EPA grant officer engagement and communications, including agenda topics, action items, OFN representation/attendees, and document/deliverable tracking.
  • In partnership with OFN’s Finance and Accounting team, oversee OFN’s GGRF program budgets to monitor spending against approved budgets.
  • Support the procurement of contract resources in alignment with federal policies and manage contractor performance on an ongoing basis, including reviewing and approving invoices and providing frequent status reports to leadership.
  • Collaborate with identified roles (SVP Data, SVP Climate and Environmental Programs etc.) on EPA reporting to ensure reports are prepared complete, at OFN’s quality standards, adhering to established deadlines.
  • Oversee and support activities to maintain compliance with the GGRF program cross-team, including tracking program outcomes and objectives.
  • Ensure the delivery of identified GGRF program activities and/or oversee related delivery by contractors; this may include activities such as green contractor accelerators, administration and program support, and workforce development programs implemented in communities.
  • Provide in-house consultative expertise on compliance with federal regulations governing the Greenhouse Gas Reduction Fund (GGRF) programs, including but not limited to 2 CFR 200.
  • Cultivate and maintain relationships with key partner organizations for program implementation.
  • Represent the organization externally in partner meetings, GGRF awardees sessions, industry events, and with federal agencies including the Environmental Protection Agency, as requested.
  • Perform other duties as assigned, including managing climate-related special initiatives and Climate team functions, such as the climate help desk, climate transaction pipeline development activities, climate workforce development initiatives, climate webinars and outreach activities, climate research projects, and climate communities on CDFI Connect.

Requirements

  • Bachelor’s degree in public policy, public administration, or related fields or 5-7 years of work experience in lieu of a degree required.
  • Minimum 5+ years of relevant experience is required, including a minimum of 3+ years directly managing federal awards (either within the federal government or as an award recipient).
  • PMP certification is strongly desired but not required; project management training is preferred.
  • Demonstrated understanding of federal regulatory powers and authority of the state and federal agencies is required.
  • Understanding of the CDFI industry is preferred.

Compensation and Benefits

The full salary range for VP leveled employees is $90,100 to $162,800.

Salaries paid at Opportunity Finance Network will vary based on factors that may include skills, education, location, experience, and performance. The salary range for this position is represented by the low and high end of the range for the position level.
